Following is repetition of Canton telegram

No. 38 of the 19th March to me begins.

Before replying I awaited Japanese Consul's call today. Now please see my telegrams Nos. 36 and 37. Cargo question can be only left in abeyance perhaps indefinitely as long as we are prepared to pay the old scale of pilotage fecs.

2. If on both sides "the alternative solution" is preferred to "suspension", Government requisitioning would be good intermediate solution during indefinite period while cargo agreement was being considered,
